Conditions to become a professional securities investor

To become a Professional Investor, Customers need to meet the conditions prescribed by the Securities Law 2019, Decree No. 155/2020/ND-CP dated December 31, 2020 and Decree No. 65/2022/ ND-CP dated September 16, 2022. Specifically:

A professional securities investor is an investor with financial capacity or professional qualifications in securities, including:

a)  Commercial banks, foreign bank branches, financial companies, insurance business organizations, securities companies, securities investment fund management companies, securities investment companies, securities investment funds, international financial organizations, non-budgetary state financial funds, state financial organizations that are allowed to buy securities in accordance with relevant laws;

b) A company with a contributed charter capital of over VND 100 billion or a listed organization or an organization registered for trading;

c) A person with a securities practice certificate;

d) An individual holding a listed or registered securities portfolio with a minimum value of VND 2 billion determined by the average daily market value of the securities portfolio for a minimum period of 180 consecutive days prior to the date of determining the status of a professional securities investor, excluding the value of margin loans and the value of securities used for resale transactions. The determination of a professional securities investor at this point is valid for 03 months from the date of confirmation;

e) An individual with a taxable income of at least VND 1 billion in the most recent year up to the time the individual is determined to be a professional securities investor according to the tax declaration submitted to the tax authority or the tax deduction certificate of the paying organization or individual.
